You lob sticky tar at the target. Make a ranged attack roll, doing 1d4 + MOVE rock damage. On a hit, the target's speed is reduced by 10ft for the rest of the encounter. This decrease may be stacked until the creature's speed becomes 0.

Additionally, while affected by tar, the target has vulnerability to fire damage. If it was resistant, it now takes normal damage. If it was immune, it remains immune.

The target may take an action to remove any tar from its face, resetting the effect.

At Higher Levels: The damage dice roll for this move changes to 2d4 at level 5, 1d12 at level 10, and 4d4 at level 17.
